Clean/ acid wash coping?

So I have a new build pool. The coping is darker grey concrete cantilever coping. There is dirt embedded into the broom finish of the coping and I’m trying to find a way to clean it up. My dirt is heavily clay. I know it should be the builder to clean it, but they are playing the blame game now. They say it should be the concrete subcontractor, then the tile subcontractor and it’s not the PB’s responsibility. I have tried just hosing it down, but it is not effective. Can I use muriatic...
