Steel wall unground pool deck prep and ground water questions

I installed my own steel wall 16 by 32 pool. First question is prepping the ground for concrete deck. I have 10 feet on each side and ends take or give a few. I plan to tamper down gravel then put 2 inches of stone. Then have 4 inches of cement. I plan to pitch it 1/8 per foot. What type stone ? crushed or is pea stone ok? Other question is what keeps water from getting between there liner and pool walls/ bottom? Seems like water could seep thru? My thought was to put heavy plastic...
