Pool leaking into street

We bought our first home with a pool in October 2020. It’s an older home and pool so naturally it came with a few issues that we’re fixing step by step, but one that baffles me is that the pool seems to leak into the street by way of the backfill (?) pipe, or whatever the pipe is called that runs from the pump to the street. There is a jandy no-lube valve closing off this pipe. The pool only loses water when the pump is running, and whenever the pump is on, there is always a slight trickle...
