Little help please with low pressure.

My jets seem to having low pressure and the basket is only half full during normal operation. I cleaned the filter, checked the orings, and checked the impeller. Everything seems fine. Wondering if I need to flush the pipes? We do have hard water. Any thoughts? If I flush the pipes is there a recommended cleaner?
